Jessica Raymond, Owner/Operator Chief Executive Officer (CEO)
Jessica Raymond PhD, a National Association of Homebuilder's House Credit Certified Professional and member of the National Association of Professional Women, is the Chief Executive Officer and Owner of Celtic Property Management, LLC. Under the direction of Jessica, Celtic provides direct contact with property owners to ensure that all units are properly maintained in a habitable and inviting condition, and all financial and resident record keeping meets or exceeds public reporting requirements.
Teresa Nicklas, CAPS, President
Teresa Nicklas serves as President for Celtic, where she is responsible for overseeing the operation of the company’s owned and managed portfolio. Prior to her role as president, Teresa held several leadership positions with Aimco, a national real estate investment trust, and most recently served as Area Vice President of Property Operation for the West Central Area, responsible for all aspects of the day-to-day operations of over 50 Affordable and Conventional communities in 5 states. Teresa is a licensed Arizona Broker with more than 25 years of experience in managing multifamily properties.
Audrey McEntee, Director of Operations and Compliance
Audrey McEntee serves as the Director of Operations and Compliance. She is responsible for overseeing Celtic’s daily operational activities, financial forecasting and the overall strategic planning for all Affordable and Conventional communities. As the Director of Compliance, she monitors and ensures compliance with all Federally regulated housing programs including, but not limited to: LIHTC, Section 8, PBV, HCV, HOME, HTF, CDBG, NSP, AHDP, and FDIC Bonds. Audrey has over 15 years of property management experience and is a designated Housing Credit Certified Professional through the National Association of Homebuilders. She is certified as an Advanced HUD Occupancy Specialist, Public Housing Manager, HOME Compliance Manager and holds a BA in Communication from Arizona State University.
Curtis Pirek, CPA
Curtis serves as Controller of Celtic and is responsible for corporate and property accounting. Curtis joined Celtic in 2012 but has worked in the private industry since 2010 as an Asset Manager for another affordable housing management company where he focused on leveraging technology to improve the accuracy and timeliness of financial reporting. Before going private, Curtis worked as an auditor for Blum Shapiro and specialized in the Construction and Real Estate industries.
Tim Jones Joined Celtic as a Regional Property Manager in 2010. Tim oversees a diverse portfolio throughout the Phoenix Metro and Mesa areas. Tim has a passion for property management and he brings over 17 years of multifamily real estate experience to the team. Tim is a licensed Real Estate agent in Arizona and holds the Accredited Residential Manager Designation (ARM) through the Institute of Real Estate Management. (IREM)
Lesley Lipe joined Celtic as a Regional Manager in September 2015 and supervises a portfolio of communities in the East Valley area. Prior to her role as a Regional Manager, Lesley held several positions with AIMCO, and most recently served as City Manager of Property Operations for the Phoenix area. Lesley brings over 13 years of experience in Property Management to Celtic.
Heather Rangel Joined Celtic in September 2015 as a Regional Manager. She oversees the operations of communities in a variety of Markets in the Phoenix Metropolitan Valley. Heather has more than 15 years of property management experience as both a Community and a Regional Property Manager. She has diverse experience with both Conventional and Tax Credit housing. Prior to joining Celtic Property Management, Ms. Rangel worked for ConAm Management and Richman Property Services specializing in tax credit communities. She holds an Arizona Real Estate License.
Monica Valenzuela joined the Celtic Property Management team in September 2016 as a Regional Manager. She is responsible for the site supervision and management of Tucson and Southern Arizona Multi-family Communities. Prior to joining the Celtic team, Ms. Valenzuela worked for Real Property Management, where she was responsible for overseeing and management of 200 single and multi-family homes. Monica has over 18 years of experience in the property management industry and has managed a variety of properties, including Conventional, Tax Credit, Public Housing, and Section 8. She holds a Arizona Real Estate License and is an active member of the Tucson Association.
Heidi Janty joined Celtic Property Management in July 2013 as a Regional Manager. She brings with her a wealth of knowledge acquired during her 25 years of experience in Property Management and Construction Accounting. Heidi began her career in property management in 1990 managing commercial high rise office buildings in downtown Hartford. She currently oversees a diverse residential portfolio of conventional, tax credit and HUD properties throughout Connecticut, and Colorado. Her primary focus is expense control and revenue growth. She works closely with her on-site teams to develop managerial skills, promote team building and to implement resident retention initiatives
John Aguilera currently serves as Regional Maintenance Supervisor for Celtic Property Management. John oversees the preventative maintenance program for the Celtic portfolio in Arizona. John brings 10 years of multifamily housing experience to Celtic, and has worked with General Contractors in all phases of construction from new construction to rehab, as well as large scale capital improvement projects.
